What are the advantages of stacking the levels of a multi-story building vertically?

Some advantages for non-vertical stacking are that there is a reduced construction costs due to a need for fewer contractors and it is easier to bring in construction materials for a horizontal construction.

The advantages of stacking the levels are to save space horizontally, and because space is taken up vertically, there is an opportunity to increase living space by expanding upwards.

Why do stairs follow specific proportions with a set relationship between the tread length and riser height?
