The best option by my metrics is Option 5. 7 and 9 are the runners up.

I judged this by averaging all four of the reported parameters and checking the lowest score. Option 5 has the lowest score out of all the choices. The next two are option 7 and 9. A pattern appears that the building parameters with the 15-degree twist have lower costs than their 20-degree counterparts. I would then advise the client to take the 15-degree twist option as that will decrease cost. I won’t necessarily advise them on height, because skyscrapers are usually ego driven projects that also can potentially act as a capital iceberg for the client.

They can decide the height and partially the twist angle. This metric is more about averaging the cost per unit.
