Smart Lock:

These are posts, they replace the racks that would be used normally. The posts have powerful electromagnets placed on two sides. When someone wants to park their bike, they place it resting up against the post, and they loop the chain around their bike. The chain is already attached to the post on one end. Afterwards, the person swipes their ID on that side of the post, activating the magnet to lock the chain in place, and recording who put the bike there. In order to unlock the bike, the same ID is swiped across the same side, turning off the magnet and detaching the chain.

Bike Pin:

This is a small battery powered tracking device that is placed in a hidden part on the bike or scooter. It can pair with a device so that its position can be tracked. It will give its location. When the vehicle is parked the owner could track it, allowing them to find it if they forgot where they put it or if someone takes it. A certain button would also cause it to beep, allowing someone to find it by the sound if it is hard to see.

Safe Lot:

These bike and scooter parking lots are split into multiple sections. The sections are denoted by changing signs that allow the owner of the lot to adapt to who will be using it. The sections could be split into grade level for example, with different sections having different sides. The bikers are then directed to place their vehicle in the appropriate section, and right after the others, that way no space is wasted. The lots are monitored so that there is no thievery, and they are cleaned at regular intervals, removing bikes that have been abandoned and freeing up space for others.
